Liberty Corridor Prepared for Inter-Ministerial Concessions Committee.
The Liberty Corridor development initiative is now moving forward towards review by the Interministerial Concessions Committee, marking significant progress achieved by the Liberty Corridor Steering Committee established by President Joseph N. Boakai in February 2024.
Following the recent gathering of the Steering Committee for the Liberty Corridor Development project in Monrovia on Monday, April 22, 2024, it was revealed that the committee has accomplished various milestones. These include finalizing a Draft Development Agreement, devising a communications strategy for the project, engaging in discussions with potential funding and construction partners, and maintaining a steadfast focus on advancing the Liberty Corridor project.
During Monday’s session, the Steering Committee made a collective decision to formally request President Boakai to refer the Liberty Corridor project to the Interministerial Concessions Committee (IMCC) for conclusive negotiations involving American company HPX, Guma, and the Government of Liberia. The IMCC serves as the legal framework for finalizing all Concession Agreements before their ratification by the National Legislature.

The Development Agreement aims to grant rights to HPX and Guma to proceed with feasibility studies, financing, and the development of the Liberty Corridor.
Minister of State without Portfolio Mamaka Bility expressed enthusiasm for advancing the President’s development agenda, emphasizing the project’s potential to bring significant opportunities to both Liberia and Guinea.
Bronwyn Barnes, President and CEO of HPX, expressed satisfaction with the progress made by the Steering Committee and voiced support for the final draft of the Development Agreement to be submitted to the IMCC.
Robert Gumede, Executive Chairman of Guma, highlighted the transformative impact of the Liberty Corridor on the region’s economic development, emphasizing its potential to create sustainable jobs and stimulate industrial growth.
Chaired by Minister of State without Portfolio Mamaka Bility on behalf of Minister of State Sylvester Grigsby, the second Steering Committee meeting was attended by various ministers and officials representing key government departments and agencies.
The Liberty Corridor project, which includes a new rail system, a deep-water port, hydropower infrastructure, road upgrades, and fiber optic telecommunications, aims to enhance regional connectivity and spur economic growth in Liberia and Guinea. With HPX as an anchor customer, exporting iron ore from its Nimba project, the project is expected to be implemented over 3-5 years, generating significant economic benefits for both countries.
