Liberia’s Road Fund Manager Warns Contractors: No Payment Without Quality Work.

The National Road Fund (NRF) Manager in Liberia, Joseta Neufville-Wento, has emphasized the importance of ensuring value for money in all road projects across the country. She issued a strong warning to contractors, stating that payments would be halted for any projects failing to meet contract specifications or the Bill of Quantities (BoQ).

This warning came during Madam Wento’s recent inspection tour of several road construction sites, including Thinkers Village, Matadi Drive, Kpelle Town, and Chicken Soup Factory. The purpose of the visits was to assess contractors’ compliance with project standards and to evaluate whether the work aligns with the government’s investment.

Following the site inspections, Madam Wento identified “several defects” and formally communicated her findings to the Ministry of Public Works, which is responsible for supervising the road projects.

“The sole purpose of this tour is to ensure value for money,” Madam Wento explained. She noted that the government is operating on a tight budget with numerous competing priorities. “If you are a contractor receiving government funds to execute a project, and you fail to meet the required standards, we will withhold funding until the necessary corrections are made. Simply put, you will not receive any further payments for substandard work,” she warned at the conclusion of her tour.

This firm stance reflects the government’s commitment to accountability and quality in infrastructure development amidst fiscal constraints.
